Phebe was born April 18, 1787, in Winchester, New Hampshire. She was the daughter of Benjamin Fuller and Sarah Ames. She married on April 19, 1804, Daniel Holman born May 18, 1782 of Sutton, Massachusetts. They had one son Russell Holman (1812-1879).

Benjamin Fuller is listed in the 1776 census as living in Chester, New Hampshire, and in 1790 Lebanon, New Hampshire.
